Sarah Lee also cautions that there are “flippers” in the car business, like house flippers, but many do no upgrades or refurbishing before the sale.
These people may buy cars off friends, neighbors or at auctions, reselling them on the side of the road or through websites. The title may never be perfected to show them as “owner”. This is called “skipping title” and is illegal in many states. When you take the car to DMV to register it, you may owe sales tax.

Ask to see the title and be sure the seller’s name is on it.
I was recently at DMV when I overhead a young man explaining to a police officer how he paid for a motorcycle in cash, took the title and the bike to DMV, only to find out the bike had been reported stolen. This young man was out several thousand dollars as the police confiscated the motorcycle on the spot. The young man had a picture of the seller’s drivers license on his phone (fake), along with the FAKE title and a phoney bill of sale.
When the price is too good to be true, there is usually a reason.

Check the VIN for the registered owner or on CARFAX
Verify the vehicle is in good running order before oyu buy.
Check the vin history for salvage or damage: CARFAX or AUTOCHECK or BOTH!
Check with the dealer of that brand for recalls or unfixable recalls. give them the VIN number. BEFORE YOU BUY.
Get as much information about the seller as possible.
